Yeah, I also don't understand…
BUT! If I were to pretend to understand, I would say that dark heaven is at life and death/outer boundary realm of martial arts, but it's only temporary, since he's a human after all. Just like we can sprint for a bit, but then have to slow down and rest.
Jo is a realm below, so he can put up a fight against normal dark heavens, but not when he uses heaven transformation art to its limit and ascends to outer boundary level.
Things looked bleak, but then Jo gambled his everything and performed both regression (peak power of his realm) and innate energy burning (secret art of ice palace) to transcend his stage. That's when he found true enlightenment and actually fully transcended to outer boundary level like DH leader.
We can see outer boundary as gaining a broader perspective. Jo actually looked objectively at himself and realised that he was a coward. Previously, he never let his convictions lead him, he lived in the past without facing reality, and so he can't even say he lost his precious people. Because he can't lose sth he never owned, and he in fact never made actual effort to bond with those people and make them his. And so he regretted, strived to better himself, and as a normal person trying to not repeat their past mistakes, he came all the way here.
As he saw himself objectively and fully from outside, he could finally use his full power and potential, reaching outer boundary.
He seemed so different from the usual angry mc that he was lately that DH guy genuinely thought it's someone else for a sec.
And as for their power, it seems they're untouchable by below outer boundary people and they can invade other's imaginary concepts and use it for themselves, which means a fight of switcheroo "I outsmarted your outsmarting" which is the chaos we see now.Fortunately, I don't need to pretend to understand, so I won't say it.
