I think I just realised that this is a story set before the formation of the "Murim Alliance", or "5 Great Clans-9 Great Families". So it may be possible that the Heavenly Demon Cult is also yet to be established, this "New Heavens" seems to me like a representation of precursor Demonic Cult.
Also, I was about to say that "MC is not romantically dense, he's just a monk, girl"... But then I remembered that he doesn't in fact act like a typical monk 🤣 and she has seen that, so fair judgment.
